Program Overview
STOP Formula Grant Program
The STOP (Services, Training, Officers, and Prosecutors) Violence Against Women Formula Grants are awarded to states to develop and strengthen the criminal justice system’s response to violence against women and to support and enhance services for victims. Each state and territory must allocate 25 percent of the grant funds to law enforcement, 25 percent to prosecution, 5 percent to courts, and 30 percent to victim services. The remaining 15 percent is discretionary within the parameters of the Violence Against Women Act (VAWA). Grant awards are made to state governments, and interested tribes and organizations should contact their respective State Administrative Agency for information about obtaining funding from this program.

STOP Formula administrators are asked to submit subgrantee data directly to VAWA MEI by March 30th every year. The reporting form can be downloaded from this website (click on “STOP Subgrantee Progress Reporting Form” below). In early February, VAWA MEI sends administrators an email with instructions on how to submit their subgrantee data.
Administrators should also download their reporting form from this website (click on “STOP Formula Administrator Reporting Form” below). Completed administrator forms should be submitted as an attachment in JustGrants by March 30th year every year, as well.
